Possibly one off diver watch from NII Chasprom. Interesting that hands resemble Vostok Amfibia which was officially introduced in 1967 and some early examples probably existed as early as 1965. But NII logo on this example is earlier, 1964ish. So it could well be that Vostok designers borrowed hands design from this NII prototype.
